Can i make my TV as a second(huge) monitor by connecting it to my PC using a TV tuner card?

Both my TV and the TV tuner card have a 4 pin S-VIDEO port.I will use an s-video cable and RC cable for audio.I understand that it is possible to capture TV shows on PC with the s-video of tv tuner card.So what I am asking is, whether it is possible to watch PC on TV with the same?|||No, a TV tuner card only has inputs, no outputs.
